Outlines a five-part approach to serious, large-scale job creation:  (1) strengthen the safety net and provide relief for those most directly impacted by the recession; (2) provide more fiscal relief to states and local governments; (3) create public service jobs; (4) pass a new job tax credit to spur job creation in both the private and nonprofit sectors; and (5) increase spending on infrastructure, especially school construction, maintenance, and repair.
